ASEAN Regional Programme on HIV/AIDS Prevention and Control
(1995-2000)


 

PROGRAMME OBJECTIVES

The objective of the proposed programme, in keeping with the Global AIDS Strategy, proposed and accepted by the World Health Assembly and WHO Member Countries in 1992, are as follows:

    1. To prevent HIV transmission;

    2. To reduce morbidity and mortality associated with HIV infection and AIDS; and

    3. To reduce negative social and economic impact of HIV/AIDS.

SPECIFIC OBJECTIVES

    1. To exchange information and experiences on national campaign against AIDS;

    2. To cooperate in research on AIDS and its social, cultural, economic and medical aspects;

    3. To develop HIV/AIDS education and awareness among the youth; and

    4. To strengthen the collaboration of government organisations, NGOs, and private sectors in national and regional HIV/AIDS programmes.

    5. Other priority areas may be indentified by the Asean Task Force on AIDS.

EXPECTED OUTCOMES

    1. Development of a regional policy and strengthening of national policies, strategies and implementation of HIV/AIDS programmes through shared initiatives, documentation, analysis, dissemination and observation of experiences of ASEAN Member Countries;

    2. Conduct of collaborative research and the sharing of research results among ASEAN Member Countries for a better understanding of medical, social, behavioural, and economic aspects of HIV/AIDS. Emphasis will be on research which will support the prevention and control activities;

    3. Sharing of experiences on HIV/AIDS prevention education among the youth; and

    4. Greater involvement of NGOs and private sector in the implementation of national and regional HIV/AIDS prevention and care programmes.



 

PROPOSED ACTIVITIES

Specific Objective I : Exchange of information and experiences on national campaign against AIDS

    Expected Outcome I : Development of a Regional policy and strengthening of national policies, strategies and implementation of HIV/AIDS programmes through shared initiatives, documentation, analysis, dissemination and observation of experiences oa ASEAN Member Countries.

      Proposed Activities

      I A : Establishment of an ASEAN Regional AIDS Information and Research Reference Center as Recommended by the Second Meeting of ASEAN Task Force on AIDS in Kuala Lumpur, 1994.

      I B : Intercountry Seminars on HIV/AIDS Prevention and Control for ASEAN Focusing on Non-Health Agencies

      I C : A Regular Corner on HIV/AIDS in the ASEAN Update Including Special Features on HIV/AIDS


Specific Objective II : Cooperation in medical research on AIDS and its social, cultural, and economic aspect ;

    Expected Outcome II : Conduct of collaborative Research and the sharing of research results among ASEAN Member Countries for a better understanding of medical, social, behavioural and economic aspects of HIV/AIDS.Emphasis will be on Research which will support the prevention and control activities.

      II A : Study of Patterns and Effects of Population Movement Which May Contribute to the Spread of HIV

      II B : Experts Group Meeting in Multidisciplinary Studies to Explore a Research Proposal

      II C : A Seminar on Development of Family Support System for Members with HIV/AIDS


Specific Objective III : Development of HIV/AIDS Education and a ware ness among the Youth

    Expected Outcome III : Sharing of experiences on HIV/AIDS prevention education among the youth.

Specific Objective IV: Strengthening of Government Organisations, NGOs, Private Sectors Collaboration in National and Regional HIV/AIDS Programmes.

    Expected Outcome IV : Greater involvement of NGOs and private sectors in the implementation of national and regional HIV/AIDS preventation and care programmes.

      Proposed Activities

      IV A : Identifying and Strengthening Linkages on GOs/NGOs/Community/Private Sectors Collobration in HIV/AIDS Education, Prevention and Treatment

      IV B : A Commissioned Research on GOs/NGOs/Community/Private Sector Collaboration in AIDS Education, Prevention and Treatment

      IV C : A Workshop on the Role of NGOs on intervention for Special Population at Risk
