Joint Communique Of The Special ASEAN Ministerial Meeting
Bali, 29 April 1986



  1. The Special ASEAN Foreign Ministers Meeting was held on 29 April 1986 in Bali to commemorate the Tenth Anniversary of the First ASEAN Heads of Government Meeting.

  2. The participants were HRH Prince Mohamed Bolkiah, Minister for Foreign Affairs of Brunei Darussalam; H.E. Prof Dr . Mochtar Kusumaatmadja, Minister for Foreign Affairs of the Republic of Indonesia; H.E. Tengku Datuk Ahmad Rithauddeen, Minister for Foreign Affairs of Malaysia; H.E. Dr. Salvador H. Laurel, Vice-President and Minister for Foreign Affairs of the Republic of the Philippines; H.E. Mr. S. Dhanabalan, Minister for Foreign Affairs of the Republic of Singapore; H.E. ACM Siddhi Savetsila, Deputy Prime Minister and Minister of Foreign Affairs of Thailand, and their respective delegations.

  3. H .E. Mr. Phan Wannamethee, Secretary General of the ASEAN Secretariat and members of his staff were also in attendance.

  4. The Ministers extended a warm welcome to H is Excellency the Vice-President and Minister for Foreign Affairs of the Republic of the Philippines, Dr . Salvador H. Laurel, who was participating for the first time and who chaired the Meeting in his capacity as current Chairman of the ASEAN Standing Committee.

  5. The Ministers paid a courtesy call on H is Excellency President Soeharto of the Republic of Indonesia.

  6. The Commemorative Meeting was an event of special significance for ASEAN. In the decade since the Bali Summit, ASEAN solidarity and cooperation had grown from straight to strength. Tangible progress had been made in implementing the Bali Concord . On behalf f their respective government merits, the Ministers re-dedicated their commitment to ASEAN and its objective's. They were deeply conscious that the ASEAN had enjoyed economic progress and met many challenges and problems successfully, much remains to be done in their cooperative endeavours. The adverse economic conditions presently facing ASEAN countries add urgency to the task. They agreed that effort must be re-doubled to achieve more economic and social progress for the peoples of ASEAN and to promote peace and harmony in Southeast Asia.

  7. The Ministers reached agreement on the convening of an ASEAN Heads of Government Meeting to build upon the achievements made since 1976. They agreed to recommend to their respective Heads of Government that a Summit Meeting be held in Manila in the latter half of 1987 . The Ministers instructed their respective senior official to draw up the Summit Agenda and establish the preparatory machinery for their consideration at the ASEAN Ministerial Meeting in Manila in June 1986.

  8. The Ministers exchanged views on their meeting with the President of the United State of America, the Honourable Ronald Reagan on May 1, 1986. They expressed their warm appreciation to His Excellency the President of the Republic of Indonesia for providing them the opportunity to meet President Reagan in Bali on the eve of the Summit of Industrialized Nations in Tokyo The Ministers recognized that the meeting with the President of the United States was a significant milestone in the ASEAN-US Dialogue. They hope that the Meeting would enhance the mutual importance of the Dialogue to. ASEAN and the United States. While matters of mutual concern would be discussed at the Meeting, the Ministers were confident that the outcome would be a keen and positive appreciation of the important values and interests which ASEAN and the United States hold in common. In this regard, the Ministers, on behalf of the respective Governments and peoples of ASEAN, extended a warm welcome to President and Mrs. Ronald Reagan to Bali.

  9. The Ministers reviewed recent developments on the Kampuchean issue. They heard the report of His Excellency the Foreign Minister of Indonesia, Dr. Mochtar Kusumaatmadja, in his capacity as the interlocutor of ASEAN, on his efforts to seek a political solution. They noted the tireless efforts of the Indonesian Foreign Minister to explore and broaden the options and opportunities,
    Available in the search for a political solution to the Kampuchean problem. They therefore, expressed their warm appreciation to their Indonesian colleague and encouraged him to persevere in his efforts.

  10. The Ministers expressed their profound gratitude to the Government of the Republic of Indonesia for its generous hospitality and the excellent arrangements for a successful Meeting on the beautiful island of Bali.
