Joint Communique of the Second Meeting of the ASEAN Labour Ministers
Pattaya, bangkok, 26-28 May 1977 |
1. The Second Meeting of ASEAN Labour Ministers was hejd in Bangkok and Pattaya between 26-28 May 1977 to pursue and consolidate areas of ASEAN co-operation in the fields of labour and manpower.
2. The Meeting ,as attended by H.E. Prof. Dr. Subroto, Minister of Manpower, Transmigration and Co-operatives of Indonesia; H.E. Datuk Lee San Choon, Minister of Labour and Manpower of Malaysia; H.E. Mr. Blas F. Ople, Secretary of Labour of the Philippines; H.E. Mr. Ong Pang Boon, Minister for Labour of Singapore; and H.E. Mr. Samak Sundaravej, Minister of Interior of Thailand, and their respective senior officials.
3. His Majesty the King of Thailand graciously granted an audience to the leaders of delegations at Klaikangwon Palace, Hua Hin, on 26 May 1977.
4. H.E. Mr. Tanin Kraivixien, Prime Minister of Thailand, addressed and officially opened the Meeting at the Government House, Bangkok.
5. In his address, H.E. the Prime Minister of Thailand called for the upgrading of human resources and the effective utilization of manpower in the overall development effort. He also underlined the importance of the role of ASEAN Ministers of Labour in this endeavour and expressed his confidence in their ability to contribute to ASEANs continuing progress and stability and the ultimate realization of ASEAN objectives and aspirations.
6. H.E. Mr. Samak Sundaravej, leader of the Thai delegation, and H.E. Datuk Lee San Choon, leader of the Malaysian delegation, were unanimously elected as Chairman and Vice-Chairman of the Meeting respectively.
7. The Meeting reviewed the progress made to implement the Seven-Point Programme of Action adopted at the Special Meeting in Baguio City in May 1976. To ensure continued progress, the Meeting designated specific focal points in each country for future co-ordination, and identified the areas of expertise of each country for the inter-ministry fellowships project which will now proceed expeditiously.
8. The Meeting agreed to empower the Chairman of the Ad Hoc Committee of the ASEAN Labour Ministers to take initiatives to collect, compile, exchange and disseminate relevant information on labour laws and practices in the five ASEAN member countries.
9. In keeping with the ASEAN practice of consultations, the Meeting considered and discussed follow-up action to the World Employment Conference held in June 1976 as well as issues like the working environment, labour administration, conditions of work of nursing personnel and conditions of employment in the public service, which are on the agenda of the forthcoming Sixty-Third Session of the international Labour Conference in Geneva.
10. The Meeting also decided that the Chairman of the Second Meeting of ASEAN Labour Ministers, submit a report to the forthcoming Second ASEAN Summit in Kuala Lumpur on the work of the ASEAN Labour Ministers, since their first meeting at Jakarta in April 1975, and on the progress made to realize the goals and objectives of the Declaration of ASEAN Concord in the field of social cooperation.
11. The Meeting accepted the kind offer of the Government of Malaysia to host the Third Meeting of the ASEAN Labour Ministers in 1979.
12. The Ministers of Labour of the ASEAN countries and the members of their delegations expressed their sincere appreciation and gratitude to the people and Government of Thailand for the exceptionally warm and generous hospitality accorded to them, and for the excellent facilities and efficient arrangements made for the Meeting.
13. The Meeting was held in the traditional spirit of ASEAN cordiality and solidarity.
