Joint Press Statement The Third ASEAN Ministers on Science and Technology Meeting

The Third Meeting of the ASEAN Ministers for Science and Technology was convened in Kuala Lumpur, Malaysia on 24-25 April 1986.

The Meeting was attended by H.E. Pehin Abdul Rahman Taib, the Minister of Development, Brunei Darussalam: H.E. Prof. Dr. Ing. B.J. Habibie the Minister of State for Research and Technology, Indonesia, H.E. Datuk Amar Stephen K.T. Yong, the Minister of Science, Technology and Environment, Malaysia; H.E. Dr. Quintin Kintanar, the Deputy Minister of Science and Technology, Philippines; H.E. Dr. Tay Eng Soon, the Minister of State for Education, Singapore; H.E. Mr. Tirdpong Jayanandana, the Deputy Minister of Public Health, Thailand; and delegates from the ASEAN countries.

The Secretary-General of the ASEAN Secretariat and the Chairman of the ASEAN Committee on Science and Technology were also in attendance.

The Ministers and their respective delegations attended the Opening Ceremony of the First ASEAN Science and Technology Week which was officiated by the Right Honourable Dato' Seri Dr. Mahathir Mohamed, the Prime Minister of Malaysia at the Putra World Trade Centre, Kuala Lumpur.

H.E. Datuk Amar Stephen K.T. Yong, the Minister of Science, Technology and the Environment, Malaysia, delivered the opening address. In his address Datuk Amar Stephen Yong welcomed all the delegates to the Third Meeting of the ASEAN Ministers for Science and Technology and expressed the hope that the mechanisms for cooperation among ASEAN member countries and with their dialogue partners would be examined in a frank and sincere manner. Datuk Amar Stephen Yong, the Minister of Science, Technology and the Environment, Malaysia, and H.E. Dr. Quintin Kintanar, the Deputy Minister of Science, and Technology, Philippines, were elected Chairman and Vice- Chairman, respectively, of the Meeting.

The Third Meeting of ASEAN Minister, for Science and Technology reviewed the progress of the implementation of the recommendations of the Task Force on ASEAN cooperation in science and technology and urged the Committee on Science and Technology to take follow-up action on the recommendations of the Task Force, which are as follows :
(i) To develop further science communities and scientific institutions to enable ASEAN cooperation in science and technology to be closer and more fruitful.
(ii) To give high priority to the implementation of the ASEAN Plan of Action on Science and Technology.
(iii) To develop close relations between COST and the ASEAN private, sectors, such as the ASEAN Chambers of Commerce and industry (ASEAN-CCI) and other Non-governmental Organizations in order to orient some of COST activities and programmes of research to meet the requirements of the ASEAN private sectors.
The Meeting agreed that science and technology development strategies should be pragmatic, programme-oriented and encouraged the participation of the private sectors on the development and implementation of such programmes.
The Meeting took note of the progress made in ASEAN cooperation in science and technology with the dialogue partners in such projects as Food Science and Technology, Climatology, Non-Conventional Energy, Marine Sciences and Environment and requested the Committee on Science and Technology to continue developing cooperative projects with these dialogue partners.
The Ministers were pleased with the successful launching of the First ASEAN Science and Technology Week. The Meeting expressed its gratitude to the Malaysian Government for bringing the Canada Science Circus at a cost of M$1.2 million as part of the activities of the First ASEAN Science and Technology Week.
The Fourth Meeting of ASEAN Ministers for Science and Technology will be held in the Philippines in conjunction with the Second ASEAN Science and Technology Week.
The Meeting as conducted in the traditional spirit of ASEAN cordiality and solidarity.
