Statement by the Indonesian Foreign Minister as Chairman of the ASEAN Standing Committee on the Escalation of the Armed Conflict between Vietnam and Kampuchea

I have been authorised by the ASEAN Foreign Ministers to make the following statement:
- The ASEAN member countries deeply deplore the current escalation and enlargement of the conflict between the two states in Indochina. They express grave concern over the implications of this development and its impact on the peace, security and stability in Southeast Asia.
- The ASEAN member countries reaffirm that: peace and stability are essential for the national development of the respective countries in the region of Southeast Asia.
- In conformity with the principles of the UN Charter, and of the Bandung Declaration and mindful of the solemn pledges enunciated by the countries in Southeast Asia, they call upon all countries in the region to strictly, respect each other's independence, sovereignty, territorial integrity and political system; to refrain from using force or threatening to use force in their bilateral relations, from interfering in each other's internal affairs, and from carrying out subversive activities, directly or indirectly, against each other; to settle all differences between the countries by peaceful means through negotiations, in a spirit of equality, mutual understanding and respect.
- The ASEAN member, countries are convinced tat for the sake of peace, stability and development in Southeast Asia, the countries concerned should rcspect more fully these principles and pledges.
- The ASEAN countries welcome and support the convening of the U.N. Security Council to discuss the situation in Indochina and srongly urge the Council to take the necessary and appropriate measures to restore peace, security and stability in Indochina. in this context, they believe that a visit by the U.N. Secretary General or his Special Representative to the area would be useful.
