Joint Press Statement The Second ASEAN-Republic of Korea Dialogue
Seoul, 7-9 June 1995




1 . The Second ASEAN-Republic of Korea (ROK) Dialogue was held in Seoul from 7-9 June 1995 to review the dialogue relations and development cooperation between the two sides. The deepening and broadening of the ASEAN-ROK relations were reflected in the friendly and cordial manner in which the Dialogue was held.

2 . The Dialogue was attended by delegations from the six ASEAN Member Countries, the Republic of Korea and the ASEAN Secretariat.

3. The Meeting was co-chaired by H.E. Mr. Lee Jai Chun, Deputy Minister of Foreign Affairs of the Republic of Korea and H.E. Mr. Jose del Rosario, Jr., Director-General of the Office of ASEAN Affairs, Department of Foreign Affairs of the Philippines.

4. Both sides reviewed the progress on the relations between ROK and ASEAN in the areas of trade, investment, commodities, tourism, cooperation in science and technology and human resources development since the First ASEAN-ROK Dialogue held in Kuching, Malaysia, 11-13 May 1993. Both sides agreed that cooperation in these areas could be further enhanced.

5. The two sides noted the developments in the regional and international economic environment since the First Dialogue particularly the launching of the WTO in 1995 and the NAFTA and the EU, as well as the rapidly expanding inter-regional economic activities in the Asia Pacific.

6. Both sides expressed satisfaction that the two-way trade between ASEAN and ROK, investment cooperation and people to people contact have remarkably increased. In the area of trade, the Dialogue agreed to implement and pursue several constructive proposals to increase awareness and make available information for businessmen and officials from both sides. The two sides agreed that dialogue on investment opportunities be organized. Toward this end, the ASEAN Committee in Seoul (ACS) would be the ASEAN focal point.

7 . Both sides recognized the significant progress of tourism exchange between ASEAN and ROK and believed that this trend will continue in the years to come. Both sides agreed that cooperative endeavors in this field could be further enhanced.

8. In the effort to promote mutual understanding on commodity and commodity related issues, both sides agreed that there should be closer contact and coordination between the ASEAN diplomatic missions in Seoul and the economic and other concerned ministries of the ROK.

9. Recognizing the high level of expertise and technical know- how available in the ROK, the two sides agreed to further pursue cooperative programmes and activities in the area of science and technology, developments of resource-based commodity products and human resources development.

10. The Meeting also noted the progress of the implementation o development cooperation projects under the ASEAN-ROK Special Cooperation Fund (SCF) since the first Dialogue in May 1993, as well as on new projects which have been approved by both sides for implementation. So far 20 projects have been completed for the period under review. In this connection, the Korean government has decided to contribute an additional US$2 million to the SCF.

11. In an effort to increase the Korean people's awareness of ASEAN's culture, tradition and way of life, both sides are now considering the feasibility of establishing an ASEAN Promotion Centre (APC) on Information, Culture and Tourism in Seoul. Both sides recognize that APC could be a fitting symbol of the culmination of the first phase in the rapid development in the ASEAN-ROK relationship.

12. It was agreed that the Third ASEAN-ROK Dialogue will be held in Manila, Philippines in the early part of 1997.
