WE, the Ministers of Agriculture of Indonesia, Malaysia and the Philippines, the Minister of National Development of Singapore, and the Deputy Minister of Agriculture and Cooperatives of Thailand;
PURSUANT to the decision of the ASEAN Economic Ministers at their Sixth Meeting on the establishment of the ASEAN Agricultural Development Planning Centre;
REAFFIRMING the principle guiding ASEAN cooperation in the fields of food and agriculture to develop a strong, peaceful and resilient ASEAN community;
CONSCIOUS of the need for more fundamentally sound policies, both in their national and regional dimensions, to ensure accelerated development and security for the region's agricultural sector.
WORKING towards ASEAN common agricultural policy (ACAP) in selected areas;
BELIEVING in the vital role of the ASEAN Agricultural Development Planning Centre as the forum for exchange of knowledge and experience among ASEAN member countries;
REALISING the potential of the ASEAN Agricultural Development Planning Centre in providing the expertise and the necessary technical support for the process of policy making;
CONFIRMING commitment to the success of the work of the ASEAN Agriculture Development Planning Centre;
DO HEREBY DECLARE our unanimous support for the establishment In Thailand of the ASEAN Agricultural Development Planning Centre with the following objectives:
- To strengthen the agricultural development capability of all ASEAN member countries through training government personal in agricultural development planning strategies and methodologies.
- To summit proposals for the harmonisation of ASEAN agricultural development planning methodologies.
- To provide a mechanism for mobilising, in a coordinated manner, the best talents in agricultural development planning.
- To serve as a regional data bank for requisite agricultural development planning information.
- To provide consultancy service to ASEAN Governments in the field of agriculture development planning.
- To apply the acquired expertise in agricultural development planning on the region (in-country) national and international levels.
- To construct and verify regional (in-country) planning models for selected pilot areas in each country.
- To undertake studies and make recommendations on ASEAN agricultural policies on the basis of which ASEAN common agricultural policy (ACAP) in selected areas may be formulated.
- To undertake studies and make recommendations as may be assigned to it by the ASEAN Ministers of Agriculture.
