Joint Communique For The Third Meeting Of The ASEAN Agriculture And Forestry Ministers Meeting
Bandar Seri Begawan, 24-26 September 1987



  1. The Ninth Meeting of the ASEAN Ministers on Agriculture and Forestry was held on 24 - 26 September, 1987 in Bandar Seri Begawan, Brunei Darussalam.

  2. The Meeting was officially declared open by His Majesty Sultan Haji Hassanal Bolkiah mu'izzaddin Waddaulah Sultan and Yang Dipertuan Negara Brunei Darussalam.

  3. The Meeting was attended by H.E. Pengiran Dato Dr. Haji Ismail bin Pengiran Haji Damit, Minister of Development of Brunei Darussalam; H.E. Dato Haji Selamat bin Haji Munap, Deputy Minister of Development of Brunei Darussalam; H.E. Mr. Achmad Affandi, Minister of Agriculture of Indonesia; H.E. Datuk Seri Sanusi bin Junid, Minister of Agriculture of Malaysia; H.E. Mr. Carlos G.. Dominguez, Secretary of Agriculture of the Philippines; H.E. Dr. Lee Boon Yang, Minister of State of National Development and Home Affairs of the Republic of Singapore; H.E. General Ham Leenanond, Minister of Agriculture and Cooperatives of Thailand. H.E. Mr. Roderick Yong, the Secretary-General of the ASEAN Secretariat, and a member of his staff were also in attendance.

  4. In his inaugural Address, His Majesty the Sultan and Yang Di-Pertuan Negara Brunei Darussalam, stated that the year 1987 marks the 20 th year of the establishment of ASEAN. During this period, ASEAN has managed to prove itself a model for regional peace and stability, which was by no means a small achievement.

  5. His Majesty emphasized that ASEAN leaders and future leaders must always work for peace and stability in the region, so that ASEAN would continue to direct its resources to developing the nations in various economic activities, to upgrade the basic infrastructure as well as to upgrade the standard of living of the people in the region.

  6. His Majesty stressed the importance of the need for effective economic cooperation in the agricultural field and that programmes be formulated and acted upon as soon as possible. In ensuring better incomes for farmers and an adequate food supply in the region, His Majesty emphasized the need for encouraging joint venture projects involving private sectors and the need for establishing an efficient marketing system for the farmers.

  7. H.E. Pengiran Dato Dr Haji Ismail bin Pengiran Haji Damit and H.E. Datuk Seri Sanusi bin Junid were elected as Chairman and Vice Chairman, respectively.

  8. The Ministers reviewed the progress of the various projects and activities undertaken by the ASEAN Committee on Food, Agriculture and Forestry (COFAF) in the fields of fisheries, livestock, crops and forestry including the ASEAN Food Security Reserve arrangements.

  9. The Ministers noted that the Grant Agreement on Phase 11 of PLANTI in which the US had agreed to provide USS 4,2 million for implementation of PLANTI programmes for the period 1987 - 1991, is being signed in Kuala Lumpur today.

  10. The Ministers noted with satisfaction that various activities pertaining to the ASEAN Declaration on Specific Animal Disease Free Zone and the ASEAN Declaration to Eradicate Foot and Mouth Disease (FMD) were being implemented effectively. In this connection, the Ministers approved the application of the Philippines to declare Western and Northern Mindanao as a Foot and Mouth Disease (FMD) Free Zone.

  11. The Ministers noted that the Financing Agreement of the "ASEAN - EC Aquaculture Development and Coordinating Programme" had been signed in Brussels in August, 1987 under which EC would provide assistance amounting to ECU 6,77 million.

  12. The Ministers also noted the Protocol Agreement of Phase II of the "ASEAN - Canada Forest Tree Seed Centre" was. signed in June, 1987 in Singapore under which Canada would provide assistance amounting to C$ 9.4 million.

  13. The Ministers further noted with satisfaction the considerable progress in the implementation of the various ASEAN projects’ in the field of forestry. To further strengthen cooperation in this area, the Ministers approved the following projects:

      a) The Continuation of End Use Survey of ASEAN Wood Products.

      b) ASEAN Rattan Regeneration Centre.


  14. In the Meeting, the Ministers considered and agreed to recommend the new initiatives to enhance ASEAN economic cooperation in food, agriculture and forestry. In this connection the Ministers also discussed a proposal presented by Brunei Darussalam on the establishment of an ASEAN Corporation on Food Agriculture and Forestry. COFAF has been directed to make a full study of the proposal.

  15. The Tenth AMAF Meeting to be held in October, 1988 will be hosted by Malaysia.

  16. The delegations from Indonesia, Malaysia, Philippines, Singapore and Thailand expressed their sincere appreciation and thanks to the Government of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam and the people of Brunei Darussalam for the warm hospitality accorded them and for the excellent arrangements made for the Meeting.
