Declaration of the 2nd HIV/AIDS ASEAN Regional Workshop of Islamic Religious Leaders
In Jakarta On 28-31 July 2000



WE participants of the Second HIV/AIDS ASEAN Regional Workshop of Islamic Religious leaders in Jakarta;

RECALLING that the ASEAN Vision 2020, adopted by the 2nd Informal Summit held in Kuala Lumpur in December 1997, envisioned ASEAN as a concert of Southeast Asian Nations, outward looking, living in peace, stability and prosperity, bonded together in partnership in dynamic development and in a community of caring societies;

FURTHER RECALLING that health shall be at the center of development and ASEAN cooperation in health shall be strengthened as envisioned by Healthy ASEAN 2020.

SUPPORTIVE of the need to promote social development and address the menace of HIV/AIDS to ASEAN societies.

RESPONDING to the call of the Ha Noi Declaration adopted by the Six ASEAN Summit held in Ha Noi in December 1998 that we shall, together, make sure that our people are assured of adequate medical care and access to essential medicines and that cooperation shall be stepped up in the control and prevention of communicable diseases, including HIV/AIDS

FULLY AWARE that the magnitude of the HIV/AIDS epidemic has reached an alarming level; that the people of ASEAN countries shall be given appropriate and right information on HIV/AIDS;

RECOGNIZING the responsibility of Muslim leaders to support national and regional HIV/AIDS programmes which are in line with Islamic teachings;

ENCOURAGED by the progress made by the ASEAN Task Force on HIV/AIDS in formulating action plans and programmes and in implementing regional activities on health, despite funding constraints;

Vision: Healthy ASEAN societies, free from the menace of HIV/AIDSI"

We envision that Muslim leaders in ASEAN countries will ensure that their people are healthy in mind and body according to Islamic teachings and be fully aware of the risk of contracting,HIV/AIDS.


Guiding Principles
  1. road responsibility of religious leaders;
  2. A shared responsibility, participation and empowerment of the people, communities and institutions.


Missions:
  1. Promote advocacy and enhance the state of public awareness . of HIV/AIDS related issues;
  2. Ensure that HIV/AIDS prevention concerns are effectively integrated into the larger scheme of national and regional
  3. Strengthen and intensify cooperation in HIV/AIDS prevention.


Strategies:
  1. Involve Islamic Religious Leaders in all relevant HIV/AIDS activities,
  2. Promote greater emphasis on health promotion and HIV/AIDS prevention;
  3. Carry out human resources development and capacity building, in HIV/AIDS prevention;
  4. Promote multi-sectoral integration of HIV/AIDS prevention concerns; and
  5. Strengthen local, national, regional, and international partnership and alliance


Program of Action

  1. Develop and. implement activities on: HIV/AIDS prevention and advocacy; promotion of healthy lifestyle; and drug-free neighbourhood,
  2. Help expedite efforts to implement the following existing plans
    1. ASEAN Plan of Action for Strengthening Disease Surveillance;
    2. ASEAN Medium-Term Work Programme to Operationalise the ASEAN Reagional programme on HIV/AIDS Prevention Control

Plan of Action

 

I. Introduction

A.     Refering to verses in the Holy Quran as follows:




"... Dont put yourself in destruction ...." (Q.S. Al Baqarah [2]: 195)

"... And We don't delegate you unless to become compassion for the universe ..." (Q.S. Al Anbiya' [21]: 107)




"... And don't you kill yourself, actually Allah is very merciful" (Q.S. An-Nisa [4]: 29)


"Hey faithful people! Actually (to drink) alcoholic drinks, gambling (Sacrifice for) worship and draw the destiny using the arrow is considered despicable and included as devil's action. So, avoid the aforementioned actions action, so that you will get fortune." (Q.S. Al-Ma'idah [5]: 90)


"... And don't you make destruction on the earth. Actually Allah does not like people who make destruction" (Q.S. Al-Qasas [28]: 77)


B.     Teaching of the Prophet Muhammad PBUH as follows:


 



"Every cause drunken is alcoholic drink and all alcoholic drinks are forbidden" (HR. Muslim from Ibnu Umar)


The Prophet's hadits, among others;





"Don't make evil to yourself and to other people" (HR. Ibnu Majah and Daraqutni)


 


"Something that in a large amount is caused drunken, so eve thought it is in the small amount, it is deemed forbidden" (HR. Ahmad, Ibnu Majah, and Daraqutni from Ibnu Umar)


 

 

 



"Allah curses alcoholic drinks, the drinker, the server, the seller, the buyer, the maker, the person who keeps, the person who brings it and the person who receives it." (HR. Abu Daud and Ibnu Majah)

 

 


 

"Stay away from alcoholic drinks, because it is the key for all badness." (HR. Al-Hakim from Ibnu Abbas)

 

"Alcoholic drink is the source of evil" (Hadist)

The norm of Fiqhiyah:

 

"The evil must be eliminated"

 

 




"Preventing destruction must be become the priority rather than taking benefit. "By asking the guidance from Allah SWT and The God's blessing. The God's"

 

C.     A Political Declaration of the General Assembly of the United Nations Stated that Drugs destroy lives and Communities, undermine sustainable human development and generate crime. Drugs affects all sectors of society in all countries, in particular, drug abuse affect the freedom and development of young people, the world's most valuable asset. Drugs are grave threat to the health  and well being of all mankind, the independence of states, democracy, the stability of nations, of nations, the structure of all societies, and the dignity and hope of millions of people and their families.

D.     In joint declaration for a drug-free ASEAN signed in July 1998 in Manila by Foreign Ministers of Member Countries; it is stated that illicit drug abuse and trafficking, seriously endanger the development programs of ASEAN Member Countries, especially in relation to the region's youth.

E.     UNAIDS in its publication entitled "Drug Use and HIV/AIDS" stated that: Our goal must be to stop young people from starting to take drugs in the first places as well encouraging existing users of all ages to stop, by participating in treatment program.

F.     Taking into account the seriousness of HIV infections among IDUs in the ASEAN region as presented by participants during this second ASEAN HIV/AIDS Regional Workshop of Islamic Religious Leaders it is decided to formulate a plan of action with clear cut objectives and activities to be implemented during a period of two years until the third workshop which will be held in the year of 2002.


II. Objectives
:
  1. To prevent HIV infections which are related to illicit drug injections.
  2. To synchronize and synergize Islamic Community movements against trafficking of illicit drugs.
  3. To participate in the implementation of ASEAN's Plan of Action on Drug abuse control.

III. Activities :
  1. To design and implement programs aiming at stopping young people from starting to take drugs.
  2. To design and implement programs aiming at encouraging existing users of all ages stop using drugs by participating in treatment programs.
  3. To develop IEC materials based on drug related Islamic teachings.
  4. To establish a networking of youth attached to mosques at local, national and ASEAN regional levels and use each mosque as a center of youth activities in relation control programs to drug abuse.
  5. To establish a networking of drug related Islamic community movements at local, national and ASEAN regional levels.
  6. To accelerate program implementation at all community levels from the central level down to the grass root level.
  7. To empower Islamic Religious Leaders through consultations training, programs workshop, seminars and symposium to enable them transfer knowledge and skills on how to combat drug abuse and prevent HIV/AIDS to their community members based on Islamic teaching/ laws.
  8. To socialize Islamic laws in relation to drug abuse and adultery.
  9. To strongly support activities which are related to ASEAN Drug Free 2020.
  10. To formulate strategic planning based on condition of social economic situation and cultural background of respective Member countries.
  11. To hold the third ASEAN HIV/AIDS Regional workshop of Islamic Religious Leaders in 2002.


IV. Recommendations
  1. Accelarate and intensify simultancous implementation of public health and Islamic approaches in priority areas.
  2. Strengthen networking among Islamic organizations/communities in the ASEAN Region in achieving ASEAN Drug Free 2020.
  3. Encourage all governments of ASEAN Member countries to implement strict public health measure in priority areas.
