For the period under review (Financial Year 1982 ), the third contribution of US$ I million was received from the Government of Japan in June 1982. Each member country received its share of US$ 200,000.
In general, the Japan Scholarship Fund has been used for the advancement of national development goals in the various fields of study in every member country according to the needs of each country. All member countries leave already drawn up their respective plans for the utilization of the Fund for each year while some have comprehensive plans to cover the whole ten years period. In each ASEAN member country, a particular department or agency was designated to be the responsible body for overseeing, distributing as well as supervising and monitoring the Fund, namely:
Indonesia: The Cabinet Secretariat acts as the Coordinating Agency and the Office of the Junior Minister of Youth as the Implementing Agency, with administrative tasks such as recruiting and selecting candidates, planning and programming of the Funds and selecting fields of study.
Malaysia: The Public Services Department (PSD) is responsible for the overall policy direction and implementation of this programme. The PSD has formed a Management Committee for Japanese Scholarship Programme for Malaysian Youth to formulate policy and administer the programme.
The Philippines: The University of Life (UL), through the Philippine Development Scholarship Programme, acts as the Coordinating Agency for this programme.
Singapore : The Public Service Division, Ministry of Finance, is overall coordinating Agency for this programme.
Thailand: The National Development Education Centre of Thailand of the Ministry of University Affairs is the responsible agency for this programme.
As the purpose of the Scholarship itself is to assist in the nation building efforts of the member countries through the development of their human resources, the choice of the fields of study is dependent on the needs and requirements of each member country. Within the year under review, the utilization of the Fund has been concentrated in certain fields of study, as shown below:
Indonesia: Applied technology, Management of rural Agriculture, Middle level Management skills, Organization and Communication for the Youth and Cooperative and Cottage Industry, Cooperative Management, Political Science, Sports Management, Job Opportunity Programme, Management Information System, Youth Documentation, Youth Discipline, Technology of Agriculture Products, Youth Training Curriculum, Non-Formal Education Management, Educational Communication and Technology, Developing countries Sociology and Cooperative, Electrical Engineering, Audio Visual and Telex operation.
Malaysia: Port and Shipping Management, Dentistry, Pharmacy, Civil Engineering, Law, Architecture, and Accountancy.
The Philippines: Agriculture/Forestry/Marine Sciences ( 11 Study areas), Community Development/ Human Settlements ( 4 Study areas), Environmental Technology/ Earth Sciences (6 Study areas), undergraduate and Post Graduate scholarships and research grants ( 9 Study areas).
Singapore : Business Administration, Public Administration, Science (Urban Land Appraisal).
Development Planning Techniques, Industrial System Engineering, Vocational Instruction Training, Education, Undergraduate Studies and Queen Elizabeth House Fellowship.
Thailand: Fellowship for General Studies implemented by the Civil Services Commission, Japanese Studies, Southeast Asian Studies, East Asian Studies, Business Administration, Computer and Science, Anthropological linguistics studies.
In summary, for all the five member countries, a total of 34 scholarships at undergraduate level, 46 scholarships at Master's degree and Post Graduate Diploma level, 51 Scholarships at Doctoral and Thesis Writing levels and 25 short-term training programmes at various levels were awarded in the above mentioned fields of study. Moreover, 1 2 Research grants were undertaken and completed while 36 Research grants are in operation for ongoing projects. At the same time member countries utilize various levels and types of training centres for short-term training on vocational skills, management techniques leadership training, etc.
Programme for 1983
Member countries have already drawn up the 1983 programmes to be funded by the Japan Scholarship Fund. Advertisements for application for the various types of scholarships, fellowships and programmes have been made by the respective member countries through the assigned responsible or coordinating agency. Details of the scholarships available can be obtained direct from these agencies.
It is envisaged that new features for granting of the Scholarship will be made by some of the member countries. They include the granting of financial assistance to needy students overseas and the scholarships for students studying in Japan in the fields of Medicine, Dentistry, Pharmacy, Computer Engineering and Science under the "Look East " Policy. It is also expected that a large number of undergraduate and graduate scholars who have been awarded the scholarships since the inception of the Fund will have completed their courses, returned to their home countries and are contributing to the national building and development efforts. More participating educational institutions have been identified and assigned to undertake additional training programmes through participation in the scholarship programme. The emphasis is placed on the institutions in the rural areas and the main thrusts and directions are to reinforce, in relevant areas, the development needs of member countries.
