Committee on Culture and Information


During the period under review, the Committee on Culture and Information (COCI) implemented 26 projects financed by the ASEAN Cultural Fund in five programme areas, namely: visual arts, performing arts, literary work, ASEAN studies and communication media.

The following seven new projects were scheduled for implementation:

The highlights of the major projects accomplished are:

First ASEAN Youth Painting, Workshop and Exhibition

The Exhibition and Workshop took place in June/July 1983 at Chulalongkorn University, Bangkok. Youth painters aged between 16-25 years from member countries took part in the project.

Third ASEAN Festival of Performing Arts

The Third ASEAN Festival of Performing Arts took place in June/July 1983, Bangkok, coinciding with the Fifteenth ASEAN Ministerial Meeting in June 1983. Performances, lectures, discussions and workshops on performing arts were held at the National Theater.

Third ASEAN Film Week

The Third ASEAN Film Week was held from July to December 1983 in Indonesia, Malaysia, the Philippines and Thailand. The aim of the ASEAN Film Week was to enhance cultural cooperation amongst ASEAN members, and to promote the appreciation of ASEAN films amongst the younger generation.

ASEAN Exhibition of Children's Arts

The Exhibition of Children's Arts took place in Malaysia in August 1983, the Philippines in October 1983, Indonesia in November 1983, Singapore in December 1983 and Thailand in January 1984.

Thirteenth ASEAN Film Festival

The Thirteenth ASEAN Film Festival was held in Malaysia in September 1983. The 6th Meeting of the ASEAN Working Group on Film which was held as part of the Festival's activities reviewed projects under the purview of the Working Group and decided on new project proposals for consideration at the next COCA meeting.

The Fifth and Sixth ASEAN Exchanges of Radio/ TV Artists Programs

The Fifth and Sixth ASEAN Exchanges of Radio/Artists Programs took place in Manila and Singapore in September 1983 and April 1984 respectively. The performances were telecast in the host countries.

Training of ASEAN Broadcasters in the Production of Cultural Programs for Radio/Television

Television and Radio Training Courses were successfully held at the Asia-Pacific Institute for Broadcasting Development (ABIDE) in Kuala Lumpur in January/February and October/ November 1983 respectively.

Third ASEAN Song Festival

The Third ASEAN Song Festival took place in October 1983, in Singapore. The event was subsequently telecast in Singapore in November and the video cassettes of the program were distributed to member countries.

Fifth Meeting of the Working Group on Radio/Cultural Programme Exchange

The Fifth Meeting of the Working Group on Radio/Cultural Program Exchange was held in Bangkok in November 1983. The Meeting reviewed and evaluated the program on ASEAN Cultural Exchanges on Radio and Television.

The ASEAN Television Cultural Exchange Program for 1983 was extended for completion in 1984. The theme of the program were on ”architecture” and "festivals".

Second ASEAN Sculpture Symposium

The Second ASEAN Sculpture Symposium was held from October to December 1983 at Chulalongkorn University Bangkok. The pieces created by five ASEAN sculptors, are on permanent display at the Chatujuk Park. The opening ceremony was presided over by the Prime Minister of Thailand as part of the birthday celeberation for His Majesty the King of Thailand to whom the event was dedicated.

The five sculptors from ASEAN countries were also creating a piece for the ASEAN Secretariat building. Cast in bronze, it will, after its completion, be displayed at the ASEAN Secretariat building in Jakarta.

Cooperation with Dialogue Partners

COCI had explored the possibility of cooperation in culture and information with dialogue partners. A number of projects were proposed and some had been implemented.

ASEAN - Australia

The first training course for ASEAN TV personnel took place in August/September 1983 at the Australian Film and Television School in Sydney. Australia had offered a list of possible training courses for ASEAN television personnel.

ASEAN - Canada

Under the ASEAN - Canada Exchange of Journalists/Experts Programme a group of ASEAN journalists visited Canada in October 1983. Both sides were exploring the possibility of cooperation in other cultural projects.

ASEAN - EC

A project proposal had been presented to the EC for ASEAN journalists to visit cultural centres of Europe and explore the possibility of establishing cultural contacts with EC countries as well as to identify possible areas for future cultural cooperation.

A seminar on ASEAN - EC Communication and Economic Cooperation jointly sponsored by ASEAN and Friedrich Ebert Stiftung (FES), for ASEAN and FRG opinion multipliers was held in April, 1984 at the ASEAN Secretariat. The West German journalists visited Malaysia, Brunei Darussalam and Thailand.

ASEAN - US

A project proposal on "Visits by ASEAN Journalists to the US" had been presented to the United States.

ASEAN - UNDP

A project proposal on Conservation of Cultural Properties and Archival Materials had been submitted to UNDP for funding.
