ASEAN - UNDP



Pursuant to the decision of the 17th ASEAN Ministerial Meeting (AMM) to rotate the country coordinatorship with the dialogue partners, the ASEAN Secretariat was assigned to be the permanent coordinator with UNDP immediately after the Post-Ministerial Conference with the Dialogue Partners in Kuala Lumpur on 15 July 1985. The focal point for UNDP - ASEAN relations was also transferred from the UNDP Regional Representative Office in Bangkok to its Office in Jakarta.

The ASEAN Secretariat initiated regular meetings/consultations with UNDP Jakarta on various matters concerning ASEAN - UNDP relations especially the implementation of the projects in the Third Cycle, 1982 - 1986, as well as those for the Fourth Cycle, 1987 - 1991. Two special informal meetings were held in November 1985 and April 1986 between the Secretary- General of the ASEAN Secretariat and Mr. Sebastian Zacharia, Deputy Chief of Regional Programme for Asia and the Pacific, UNDP New York, on the UNDP procedure for- the preparation of project proposals for the Fourth Cycle, and related matters. Other meetings/consultations took place regularly between the ASEAN Secretariat and UNDP Jakarta.

UNDP has allocated the amount of US$ 7.55 million for projects in all sectors under the Co- operation Programme for the Third Cycle, 1982 - 1986. As of May 1986, there were ',4 completed and 19 on-going projects for which UNDP ')ad committed an allocation of about US$ 6.2 million The remaining uncommitted budget is expected to be utilized for implementing the projects ;In the pipeline of the current cycle.

During the year under review, the following project documents were signed between ASEAN and UNDP :

With regard to the ASEAN - UNDP Cooperation Programme for the Fourth Cycle, ASEAN's list of project proposals shall be considered by UNDP for further submission to the Third Meeting of Aid Coordinators scheduled to be held in October 1986. Areas of concentration for the Fourth Cycle are the Transfer of Technology and Human Resources Development (HRD). Allocation for the next cycle would not be on a sectoral, but on a project by project basis.

UNDP has, since receiving ASEAN's project proposals for the Fourth Cycle, indicated a tentative allocation of US$ 9.5 million subject to the approval of the Meeting of AID Coordinators in October 1986 and the approval of Governing Council in 1987.
