ASEAN COOPERATION IN CIVIL SERVICE MATTERS (ACCSM)


  1. The ASEAN Conference on Civil Service Matters (ACCSM) has been institutionalized as part of the ASEAN machinery since the Second Meeting of the 21st ASEAN Standing Committee, Bangkok, 20-22 October 1987. The ACCSM has the status equal to that of the ASEAN Committees and reports directly to the ASEAN Standing Committee.

  2. The activities of the ACCSM are in line with one of the aims and purposes prescribed in the ASEAN Declaration (Bangkok Declaration), Bangkok, 8 August 1967, namely, "to promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields".

  3. The Fifth ASEAN Conference on Civil Service Matters was held in Jakarta and Bali from 4 to 9 September 1989. The theme of the conference was "Human Resource Development and its impacts on the Improvement of Public Services in ASEAN". The Meeting deliberated on civil service system relating to performance appraisal report and new policies for the improvement of the system, merit system, personnel information system, promotion system and job analysis as Well as education and training.
