COOPERATION IN CIVIL SERVICE MATTERS


The Seventh Conference on Civil Service Matters, which meets every two years, was held from 4 to 8 October 1993 in Kuala Lumpur, rotated the Chairmanship from Brunei Darussalam to Malaysia. Malaysia assumes Chairmanship until the eighth Conference, which will be convened in 1995 in the Philippines. The seventh Conference's theme was "Challenges for Innovation in the Civil Service". Country and technical papers from Member Countries were presented and deliberations were focused on innovative activities initiated by the Member Countries. In this context, ASEAN Member Countries emphasised the critical role of human development in meeting the challenges of governance.

The Conference had been commended for adopting a self-reliant funding scheme for supporting approved projects. The Seventh Conference approved five new project proposals which were subsequently endorsed by the ASC, namely:
  1. Management with an Entrepreneurial Mentality and Capability;

  2. Workshop for the Promotion of ASEAN Civil Services' Collaboration Programmes;

  3. Development of a Training Programme for Creative Problem Solving in the Public Sector;

  4. Globalization for ASEAN Senior Executives Seminar; and

  5. ASEAN Strategic Leadership Seminar: Networking in the Decades Ahead.
