INTRODUCTION

The year 1994-1995 saw ASEAN moving rapidly towards actualizing the decisions of the Fourth Meeting of the Heads of ASEAN Governments in January 1992. Plans of Action in the various fields were formulated and implementation has begun in some areas. Regional political and security cooperation was enhanced through both the traditional and new structures. External relations continued to be expanded and new relationships were forged both within and outside Asia. Economic cooperation intensified in tandem with the high economic growth of the region.
