ASEAN-UNDP ASP-5 SUB-PROGRAMME IN TECHNOLOGY
1. The ASEAN-UNDP ASP-5 Sub-Programme in Technology has four Elements, namely:
(i) Element 1: Operationalisation of the 1994 Plan of Action on Science and Technology
(ii) Element 2: ASEAN S&T Indicators and Information System
(iii) Element 3: Public, Private Collaboration in Regional Science and Technology Development
(iv) Element 4: Technology and Environment
2. Under Element 1, the following activities and projects were implemented:
(i) Development of an operational plan called the "Medium Term Programme on ASEAN Science and Technology Development", which elaborates on the strategies stated in the ASEAN Plan of Action for Science and Technology, incorporates the goals and objectives of the various COST Sub-Committees, and defines the priority programme areas for the period 1996-2000.
(ii) Development of proposals for cost-sharing projects, namely the ASEAN Science and Technology Informaton Network (ASTNET), and S&I Fellowships/Human Resource Development Programme.
(iii) Organisation of three meetings to further discuss and clarify feasible projects and activities based on the strategies and actions outlined in the Plan of Action and Medium Term Programme. These Meetings are Roundtable Consultation of Networking of Industrial Research Institutes held in Manila, Philippines on 25-26 April 1997, Roundtable Meeting an Technology Scan held in Bali, Indonesia on 28-29 August 1997, and COST Brainstorming Session held in Phuket, Thailand on 10-12 January 1996.
(iv) Publication of the Medium Term Programme on Science and Technology Development soon after its adoption by the S&T Ministers in Bangkok in August 1995, and a compendium of technical papers and experts recommendations on Technology Scan, entitled 'Approaches to Technology Scan', currently in press.
3. Under Element 2, the following activities and projects were implemented:
(i) Development of the ASEAN Science and Technology Management Information System (ASTMIS), which developed a common methodology for producing and
compiling standardised S&T indicators for ASEAN Member Countries, and installed a computer-based system for the collection, analysis and presentation of S&T indicators for the region.
(ii) Publication of a report. "S&T Indicators in ASEAN". which presents general
observations about the state of scientific research and technology development in the ASEAN region.
